Fernando is a Programme Evaluator and Communications and Stakeholder Engagement Specialist with over 10 years of experience spanning the areas of training, communications, and results management and programme evaluation. He worked professionally as a research journalist for nearly a decade with large media entities including CBC Radio-Canada. He now brings his communications expertise into his evaluation work by actively facilitating stakeholder engagement through multiple communications platforms. Fernando has led and executed a number of large UN evaluations and has over 15 years of experience in providing professional translation services in English, French, and Spanish.

Programme Evaluation and Stakeholder Engagement

With thematic experience in migration, gender equality, children’s rights, and communications, Fernando has recently been engaged in a number of UN evaluations. In 2018, he was the Team Leader for the Final Evaluation of the IOM X Campaign, a communication for development (C4D) campaign led by the International Organisation for Migration to reduce human trafficking and exploitation in Asia Pacific. Fernando also recently co-led the Final Evaluation of the UN Women Project Protecting the Rights of Women Migrant Workers in ASEAN and recently served as an Evaluation Expert for the UN Women Multi-Country Portfolio Evaluation for UN Women’s Programme Presence Offices in the Asia Pacific Region. In addition, he was the Stakeholder Engagement and Evaluation Specialist for the Final Evaluation of the UN Women Global Fund for Gender Equality, where he used participatory techniques (such as CORT and Outcome Harvesting) and innovative communications platforms (podcasts, video stories, social media, etc.) to engage global stakeholders at the grassroots level.

Fernando has strong technical experience supporting results management quality assurance systems for UN agencies. Over the past four years, Fernando has conducted over 100 reviews of evaluation draft reports, inception reports and terms of reference as a Senior Reviewer for UNICEF’s Global Evaluation Reporting Oversight System (GEROS), and UN Women’s Global Evaluation Reports Assessment and Analysis System (GERAAS) in English, French, Spanish, and Portuguese.

Journalism and Professional Translation

Fernando worked professionally for nearly a decade with CBC-Radio Canada as a Research Journalist supporting several television news shows on the 24-hour news channel RDI and the French-speaking Public TV including the prime-time news show “24 Heures en 60 minutes”; the noon hour, 6pm, and 10pm national newscasts; the morning magazine show “RDI-Matin”; the magazine show on weekends; and the around-the-clock real-time live newscasts. He was also an Episode Producer for the TV Show “Une Heure sur terre”, and was the Lead Research Journalist that uncovered several exclusive stories for ICI Radio-Canada television pertaining to human rights including issues around police brutality, and the rights of migrant workers.

Fernando is fluent in English, Spanish, and French and has over 15 years of experience providing professional translation services between these three languages. He regularly translates documents for UN evaluations (such as the Executive Summary from English to French and Spanish of the Joint Evaluation of the UNFPA-UNICEF Joint Programme on the Abandonment of Female Genital Mutilation: Accelerating Change) and regularly translates sub-titles, captions, and transcriptions for short and feature films in English, French, and Spanish (for instance, Fernando translates for the WAPIKONI MOBILE, a production studio that empowers First Nations youth in Canada and around the world).
