Valérie is an international development specialist with over 7 years of experience in program management for international NGOs across several continents, with a focus on the Americas. She has specific programming experience in socioeconomic inclusion for the most vulnerable, health and inclusion of populations most at-risk of exclusion such as women, persons with disabilities and children living in poverty. She has managed grants from several donors including the Belgian Cooperation, Global Affairs Canada, OFDA/USAID, UNICEF, UNFPA, ECHO, PQDI and private foundations. She holds an MSc in Management of International Development and Humanitarian Action from Laval University (Canada), an MA in Middle East Studies from the School for Oriental and African Studies (SOAS), University of London (UK), and is currently completing a Masters degree in Latin-American Literature at the Universidad Mayor de San Andres (Bolivia).

Valérie has expertise in project management, including all phases of the project cycle. She has strong experience in program design, implementation, and monitoring & evaluation. She is skilled in project initial assessments and participatory proposal development, where she has developed a significant number of successful multi-stakeholder proposals to donors. She has also been responsible for leading the design and implementation of monitoring, evaluation, accountability, and learning (MEAL) systems and frameworks and for ensuring that monitoring systems meet donor requirements. Valérie has also built the capacity of project teams and partners to collect and analyse data. Throughout the course of her career, she has commissioned several external evaluations for which she has provided guidance and supervision. In addition, she recently provided research support for the global Joint Evaluation of the UNFPA-UNICEF Joint Programme on the Abandonment of Female Genital Mutilation: Accelerating Change.

Over the past several few years, Valérie has been involved in a number of multi-agency consortiums, including the Volunteer Cooperation Program for Haiti, a $16M initiative funded by Global Affairs Canada; and a regional OFDA/USAID-funded project led by Humanity & Inclusion (Handicap International) in partnership with Save the Children, COOPI, and Inclusive Disaster Risk Management in Latin America.  As the Country Director for the Andean Countries Program (including Bolivia, Peru, Paraguay and Ecuador) at Humanity & Inclusion (Handicap International), she is the most senior programme manager of this multi-country programme and is responsible for, among other things, conducting the development of the Programme’s Operational Strategy, fundraising and resource planning/programme development, ensuring financial control, monitoring of operations, technical quality standards, relations with donors and key stakeholders, security management, and representation of the organization.

Valérie currently lives in Bolivia and has travelled throughout the Middle East, Latin America and the Caribbean, Asia, and Africa. She is fluent in French, English and Spanish and has basic knowledge of Arabic and Hebrew.
