Charles is a Senior Executive and Programme Manager with over 15 years of experience designing, implementing, and evaluating development programmes/projects he has excellent knowledge of OECD/DAC Evaluation Standards/criteria and has evaluated several programmes for MasterCard Foundation, Swisscontact Uganda, Swisscontact Tanzania Save the Children International, BRAC Uganda, and Government of Uganda (Ministry of Water & Environments).
Charles Kilibo has extensive experience in enterprise development in Africa, including programs aimed at African youth. He has initiated and/or implemented many microfinance and other economic empowerment projects, among them the Youth Entrepreneurship Finance Pilot Project (for Agaru SACCO – War Child UK-Uganda). Charles has significant technical experience in designing, planning, and managing evaluation processes as well as quality assurance. During the last 4 years, Charles has been part of Advisem consulting team that has evaluated several multi-million development programmes in Africa (Uganda, Tanzania, Burkina Faso, Ehtiopia, Egypt, Ghana, and Malawi). These include MasterCard Foundation’s scholars Proramme (BRAC Uganda), Youth In Action (Save the Children International), U-LEARN (Swisscontact), Youth Forward Initiatives- Learning Partnership (ODI) to mention some.
Charles is also a Certified Public Accountant and a skilled project manager, serving as Program Manager of the community integration and participation component of the USAID-funded REPLICA project, and later as Finance and Administration Manager for the same project. He was also Program Manager/Deputy Executive Director at AMFIU, where he was responsible for program design, coordination, and implementation; performance monitoring, membership development and capacity building; and fundraising for projects carried out by the Secretariat of the organization. Charles’ other appointments and assignments include: Microfinance Specialist/Financial Analyst Project Technician for WOCCU’s Uganda Project; Loan Officer for the Centenary Bank; and consulting work commissioned by the United Kingdom Department for International Development, AMFIU, Swisscontact, and other development stakeholders.
With thematic expertise in youth livelihood, economic empowerment, education, microfinance and financial cooperatives, Charles embodies a rich blend of cross-sectorial knowledge and expertise. As a financial specialist, Charles has handled financial analysis, budget performance assessment, and value for money analysis of all the development projects evaluated by his team. He is skilled in several performance monitoring and assessment tools—including SEEP Frame, the AMFIU Performance Monitoring Tool, and the WOCCU PEARLS Monitoring system—and conducted a number of trainings, performance assessments and evaluations using these tools in Uganda and Ghana. He also helped to develop the Uganda Microfinance Institution (MFI) Performance Monitoring Tool. Charles is deeply engaged in development activities, and has worked as an agent of change to bring financial solutions to the poorest members of his community.
